Getting a Level 2 charger installed here

The federal credit expired on June 30, 2026 and half the internet has not noticed. Which utility serves you depends on which side of the Virgin River you live on. And you probably do not need the panel upgrade you were quoted.

A home charger is a 240 volt circuit, a piece of listed equipment on a wall, and a permit. What makes it complicated in St. George is not the wiring. It is that almost every page you will read about it was written for somewhere else.

Rocky Mountain Power is not your utility here in most of the county. The federal tax credit that every incentive listicle still promotes has expired. And the panel upgrade that turns a modest job into an expensive one is often avoidable under a code section most quotes never mention. This page covers all three, plus what an association can and cannot do about it.

Who does the electrical

First, plainly, because it changes how you should read everything below. EV charger installations are performed by our licensed electrical partner, a Qmerit-certified installer.

We do not do the electrical ourselves and we will not pretend to. Level 2 charging is 240 volt line-voltage work, which in Utah is electrical trade requiring an electrical contractor licence, and Section 58-55-501(4) requires the permit to be pulled by the party licensed for the work.

What is ours is the rest of the job: the site walk, the coordination, the permit schedule, the association paperwork, the finish work, and one point of contact. You know who the electrician is before he arrives.

Which utility serves your address

Washington County electricity is split across at least five utilities, and the boundary that catches people out runs through the middle of St. George.

St. George is divided by the Virgin River. North of it, service is St. George City Energy Services, the municipal utility. South of it, service is Dixie Power, a member co-operative. Washington City splits in a similar way, and Hurricane is primarily Hurricane City Power, with Rocky Mountain Power in the Harrisburg development.

This matters for one reason: every rebate and every rate is set by the utility, so an article about a Rocky Mountain Power EV program is describing a company that probably does not serve you. Check your bill before you believe any incentive claim.

The federal credit is gone

The Alternative Fuel Vehicle Refueling Property Credit, Section 30C of the Internal Revenue Code, applied to qualified property placed in service through June 30, 2026. It has expired. For individuals it had been worth 30 percent of cost, capped at 1,000 dollars per item at a main home, and only where the property sat in a low-income or non-urban census tract, so plenty of homeowners never qualified even while it existed.

Nearly every competitor page and every stale incentive listicle still advertises it. If a quote nets out a thousand dollar federal credit, the quote is wrong, and you would find that out at tax time rather than at signing.

On the local side, Dixie Power is the one utility in this county we found running a residential Level 2 charger rebate for its members. The amount and the conditions are theirs and they change, so get them from Dixie Power rather than from any contractor's website, ours included. St. George City publishes no time-of-use rate and no EV rate.

Do you actually need a bigger panel?

This is where most of the money is won or lost, and it is the question most quotes answer lazily. The lazy method adds up the nameplate rating of everything in the house, finds that a 100 or 125 amp service cannot carry a 48 amp charger on paper, and quotes a service upgrade.

The better method is NEC 220.87, which permits sizing against the actual measured demand of the existing house. It uses the maximum demand recorded over a year, from metering or utility records, taken at 125 percent, with the charger load added on top. Where a year of data is not available, a 30 consecutive day recorded demand study can be used instead.

Houses use far less than their nameplate, so a 220.87 calculation frequently finds room where the paper calculation does not. The licensed electrical contractor performs it, and we ask for it first rather than last.

There are cases where an upgrade is genuinely required and we will say so. A 100 or 125 amp service already carrying an electric range, an electric dryer and air conditioning. A panel with no available breaker spaces. And an obsolete panel, specifically Federal Pacific or Zinsco, which should be replaced on its own merits whether or not a charger is going in.

Energy management, the cheaper answer

When the load calculation lands slightly over the line, there is a third option between doing nothing and replacing the service. An energy management system watches the whole house: current transformers clamp onto the main service conductors and sample the draw continuously, and when household demand approaches a set threshold the device modulates the charger's pilot signal to throttle its amperage, restoring full rate when the other loads drop. The car charges slower for twenty minutes while the oven and the dryer are running, and you do not notice, because it is parked until morning either way.

NEC 625.42 expressly permits an energy management system that limits charger power to available capacity, Article 750 governs such systems generally, and the demand factors in 220.82 and 220.83 let the load calculation reflect the managed load rather than the full nameplate. This is a code-sanctioned answer, not a shortcut.

It is the right call when the calculation lands modestly over the line on an otherwise healthy panel and the car charges overnight. It is the wrong call on a 100 amp service with electric heat, on an obsolete panel, or when you need consistent fast daytime charging.

Hardwired, a receptacle, and the heat

A charger can be hardwired to the circuit or plugged into a NEMA 14-50 receptacle. We default to hardwired. It goes faster, because a cord-and-plug unit is limited to 80 percent of the branch circuit rating, capping a 14-50 at 40 amps while a hardwired unit runs 48 amps and up. It has no plug and socket to wear out. And in most cases it is cheaper all in, because it does not need a ground fault breaker.

That last point is worth explaining, because it is the most common callback in this trade. Two code sections force ground fault protection on a 14-50 used for EV charging: 210.8(A), covering 125 to 250 volt receptacles in garages, and 625.54, covering receptacles installed for EV charging regardless of location. The charger itself already contains a listed internal charge circuit interrupting device, and two protection devices watching one circuit produce overlapping detection and spurious trips. A hardwired unit is not a receptacle, so 625.54 does not reach it. A 14-50 still makes sense for a renter, or for someone who expects to move and take the charger.

Two more code points. Charging equipment is a continuous load, so conductors and circuit are sized at 125 percent of maximum load: 32 amps on a 40 amp breaker, 40 on 50, 48 on 60. And under the 2023 NEC as adopted in Utah, a separate disconnecting means is required above 60 amperes or 150 volts to ground, which a normal 240 volt install at 48 amps does not trigger. An 80 amp unit does.

One last local point. NEC Table 310.15(B)(1) corrects conductor capacity for ambient temperature, and the bands start at 105 degrees Fahrenheit. An interior garage usually stays under them. An exterior wall run, a south-facing conduit, an attic run or a sunlit run to a detached garage does not, in a county that recorded 98 days at or above 100 degrees in 2024, and the correction can force a larger conductor. A quote built on Salt Lake assumptions will be short here.

Your association cannot ban it

Utah Code Section 57-8a-802 says an association may not prohibit a lot owner from installing a charging system in a parking space on the owner's lot used for parking or storage of vehicles, or in a limited common area parking space designated for that owner's exclusive use. Condominiums have a parallel provision at Section 57-8-8.2.

What the association may do is substantial. It may require an application before installation, require a licensed electrical contractor, require reimbursement for any increase in its insurance premium, enforce reasonable design criteria governing dimensions, placement and external appearance, require code compliance, charge reasonable review and permitting fees, and require the owner to bear installation, metering, electricity and damage costs.

Two limits people miss. The protection covers your own lot or an exclusive-use limited common area space; an owner whose only parking is general common area is not covered, and that is a negotiation with the board rather than a right. And there is no Utah statutory right for a renter to install charging.

The statute also settles the exit: the system stays the owner's property, and on sale the owner discloses it and removes it unless the buyer takes it on. None of that is legal advice, it is what the sections say. The application step is the most common reason a promised timeline slips, so we build it into the schedule.

Permits, and which code applies

A new 240 volt branch circuit, or any panel or service change, requires an electrical permit and inspection in every Utah jurisdiction. There is no version of this job that skips that step, and the permit is pulled by the licensed electrical contractor.

One correction worth carrying, because a lot of contractor websites get it wrong. Utah's electrical code is the 2023 NEC, adopted effective May 7, 2025, and the residential code remains the 2021 IRC, notwithstanding the 2024 I-code suite the state adopted for other trades effective July 1, 2026. Any page citing 2026 NEC rules for a Utah install is describing a code that is not in force here.
