What the work is
Spray irrigation on a converted yard wastes most of what it puts out and waters the gravel between the plants. Drip puts water at the root zone of the things you want to keep.
The conversion is a zone-by-zone job: the head is replaced with a drip conversion or the zone is re-piped, emitters are matched to the plants, and the controller is reprogrammed. The last part is the one most often skipped, and it is why a converted yard sometimes uses as much water as the lawn did.

The watering rules are not the same in every town
Every town here sets its own landscape rules and they are not the same. St. George, Washington City and Ivins each cap residential lawn differently, and Washington City's ceiling applies to every lot regardless of its size. Ivins bans lawn watering year-round and limits slope. Your town page has the figures with the section numbers next to them.
St. George publishes a watering window; the scope of its own ordinance section and what the city's conservation page says do not line up perfectly, and the town pages record that rather than paper over it.
